I too had this similar issue and was not able to solve. What would be the exact reason behind this. I made several attempts as we've made attempts for latest routers, switches, internet connections, DNS servers. And also with some different things.

You can try with several few things. Hope this one helps.
(1)you need to turn off the DNS pre-fetching
    (2) you also need to remove every Chrome extensions
(3)can try with clearing the cache.
As they have solved my issues with the time out issue.

The above solution were tried but with no result. But after finding some results on other sites, I came across some solution,
    (1) I made some deletion of all files in the Chrome cache directory/folder
(2)you can also try with disabling Sync
    (3) you need to disabled anti-virus software and then try with your browser.

you will be with some results after you make optimizing of your router . you also need to upgrade the firmware, upgrade the DNS servers to OpenDNS, along with minimization of superior features (DNS Relay, advanced DNS service). I also added Chrome exception to Windows Firewall rules and my issue was solved.

Disabling Sync worked in my case as I was facing this issue from a week and after making a change in the syncing, there were no issues at all. So as I was making use of internet explorer, I was later switched to my goggle chrome as I used it previously.

I made some attempts by making use of public DNS over DHCP isp dns, but the problem was not solved . then I found that logging into the router and turning off the "firewall" will resolve my issue. But however the issue was not solved hence. Then I turned off everything in alternatives "privacy area" in addition to the spell checker.and after trying this one my issue was solved.

I also came across this issue and have noticed that in some https pages if the certificate is an authority not recognized, we get such types of errors . so hope this could be the issue with your current browser.
