Free Keyword Tool with KEI Analysis

I am building a website for a client. He also wants to have a tool that would help to get the top keywords that are being searched on search engines. But I just don't know about any such tools available for free. I did a research for such tools but didn't find anything free. Can anyone suggest any such tools based on KEI analysis?
