No, but if you click the "Close" button on Windows Live Mail Desktop it puts an icon in the Notification Area that turns yellow when you have mail.

Windows Mail does not support this functionality, but I have created an application which will provide you with a way to control Windows Mail from the system tray as well as minimize it there.

Windows Mail is a development of Outlook Express which I run in XP and there there is a function under Tools > Options > General to play a sound when a message arrives. Afraid that it does not differentiate between accounts, but may well differentiate between identities - i.e. you could play a different sound for each identity. No doubt something similar in Windows Mail.
