Error message: hal.dll

In recent days, I wanted to format my PC because of low performance. But now, I have great concerns.

1) I can not install XP: once the first stage is completed (copy of installation files), the error message: hal.dll found.

2) I defective sectors on my hard drive (2.5% or 2GB). how to solve this problem?

I can no longer be formatted in FAT32 ...

Is it the fault of bad sectors or the hard disk is HS?
