Controlling Internet speed

Please asked whether there was any software or configuration of the router to control the speed of the internet to a PC, such pc always watch videos on youtube and similar pages so as to come across the line and there will be some form of control? thanks in advance

what the 2nd restrict the use of internet, that is reduce / control the speed at 1 pc that I share with the Internet, some programmes or you can configure from the same router?

if you can configure from the router, perhaps modifying key in the registry or tcpip.sys giving a maximum number of incoming connections using xpantispy ... I do not remember well as modify the tcpip.sys google search ... or you can see this Speed Up Your Internet
