Hi,
I am new .I don't know anything about web designing and this will be my first thread in the this segment .
I know basic level C and C++ ,
And I don't thing any of these are useful in web designing .
Please tell me how to begin with it .My aim is to build a website for my department (I am a engineering non IT and CS) .
I also want to include a forum for department level discussions .

You can start with HTML for creating a web page. Below is a code that you can save in .htm on your pc:

There are many content management systems like wordpress, joomla, drupal and many more. Just install them which makes your efforts easier.

I'll suggest you to check out Drupal, its one of the best content management system. Even Techarena portal is made of Drupal.
Why don't you try php. As your main objective is to build website php might be effective. No doubt, C And C++ is best but php is not that bad as well.
