Best language for low end mobile phones

I need to create an application targeting low-end mobile phones. The application needs to be loaded on as many phones as possible in Africa.

Does anyone know the most popular OS for such phones and therefore the most appropriate language for the application?

What you can do is write java applications for mobile phones like nokia using J2ME(Java 2 Micro Edition). It is a platform for mobile applications by java but the phone must support java (MIDP). For example the KVM is part of the smallest runtime environment and included in the Java Platform, Micro Edition (Java ME, formerly J2ME platform) software for use in devices with limited memory and CPU power.

I think Symbian OS may suit your needs.
NET and C# (and other) source code is compiled into an intermediate language (IL) which is executed within the Symbian OS.
