I want to know if you have made any changes recently??? If it started coming up like that all of a sudden then its obvious that some recent changes might have messed up something. I have come across few people who have mentioned that they were getting the same error message after upgrading MSDE database to SQL Server. In order to fix the same they had to roll back to MSDE. So in case even you have done that then try rolling back to MSDE and see if your Server Management usage reports starts loading fine.

The error you have mentioned is covered in below knowledge base article. In case you haven't made any changes then you can through the below article and cross check the possible cause of this error ad try out the resolution for fixing the same accordingly.

Issues that may occur on a Microsoft Windows Small Business Server 2003-based computer after you remove an MSDE 2000 SP4 instance, a SQL Server 2000 Desktop Engine (Windows) SP4 instance, or a SQL Server 2000 SP4 instance
