Exchange maximum receive size

I am using SBS 2008 with Exchange and also using a POP3 connector. Exchange cannot download a 11mb file from the hosting company via POP3. I did a Set-Transportconfig –maxsendsize in Exchange Management Shell where I set this size to 20240KB. When it didnt work, then I bumped it unlimited but it is still not working. SBS Analyzer says its set to 12mb. In the Exchange Mgmt Console, the max message size for the Hub Transport is set to 20240kb. I also dont think that moving off of pop3 will not be a good idea. Any ideas?

By thinking that you will like to receive that attachment asap, can you try to open the mail using the web mail for that user and save the attachment to the local drive? This will give you both the message and the attachment and save you the problem of trying to solve.
