No, the MS response was:
"Microsoft Office Compatibility Pack for Word, Excel and PowerPoint 2007
File Formats was not engineered to be deployed to Microsoft Update and WSUS.
The Pack, as designed, needs to target a language-specific version of Office
XP/2003, and due to the possible MUI combinations available within an
enterprise, there is no way to automatically identify the user's preferred
language. In addition, installing multiple language-specific versions of the
Pack on the same machine is not supported. Therefore, we are requiring
customers to select their preferred language when downloading the Pack from
the Download Center."
Run it on a workstation. Stop at the first prompt. Search for a folder called
O2007cnv and copy it. Deploy the MSI using a GPO
or use FileFormatConverters.exe /extract:c:\temp to get the MSI extracted.
Its quite a while since I did this but it was quite easy.
Could someone please help me locate this hotfix? I find it hard to believe
that this wouldn't be available for WSUS on either WSUS itself or the Update
Catalog, however I can't find it.

Find it hard to believe all you want, but in general =optional= update (or
feature packs) are generally not distributed via WSUS (despite the fact that
there's a Feature Packs update classification that's been in the system
since day one.
Complain to the Microsoft Office team. They're the ones that make the
decisions as to how products/updates will be distributed.
The Office product team announced some time ago (sorry I don't have the
reference to hand) that the compatibility pack won't be distributed via WSUS
because of technical complications. I can't say that I understood what the
problem was, something to do with detecting the right language version if I
remember correctly.
