Search:

First press Ctrl + Alt + Delete.
Under applications click on new task, a new window will open.
type explorer.exe and click on ok.

Most probably its spyware issue.
install super antispyware /...

FYI
If you install VISTA on first hdd and it should be on primary partion it will work fine.
If you have 2 partitions and install vista on partition 2 and later after some days if formats c drive...
