Delete the usage and performance report tasks in the task scheduler under control panel.
I've seen it on many SBS servers.
It usually happens when the server is gathering statistical data on the system to create reports usage and performance reports.
Check the File Replication Service event log for ntfrs journal wrap state and and fix in the registry as indicated, then restart the File Replication Service.
It might pop a couple of userenv errors...
