In a couple of months we will be implementing a two-node windows 2008 file
cluster. Do you still need to have a shared cluster quorum or can I just
have local quorums on both nodes and not have the shared cluster quorum.

The "Local quorum" option has been removed from 2008. In 2008, you have the
following choices:
- Node Majority (MNS)...not recommend for a 2 node cluster
- Node and Disk Majority...will be default quorum model if shared storage is
present
- Node and File Share Majority (FSW)...recommend if you don't want to use a
disk for quorum
- No Majority (disk only...same as 2003 default model)...not recommended.

In other words, you can use a quorum but it is not required for proper
operation of the cluster. In 2003, loss of the quorum would take the
cluster down, in 2008, the quorum is just another witness, like a node.
As John suggested, read up on 2008 Failover Cluster.

From what I read setting up a Windows 2008 is pretty much straight forward.
The wizard will detect what we need to do, is this correct? It is suppose
to take the guess work out.

Well, the wizard pretty much only picks "Node Majority" or "Node & Disk
Majority" depending upon the number of nodes presented to the cluster. If
you build a 2-node cluster with no shared storage, it will still choose Node
Majority even though it recommends against this quorum model.
If you want to use "Node and File Share Majority" or "No Majority", you
would need to manually choose these options after setting up the cluster.
