Last thing I tried was to start with a clean SP2 install, then install
all the optional updates that I want, hardware and software, like WMP
11, etc., first, and go to High Priority Updates last to install SP3.
That seemed to work. I just don't know if future updates down the line
will install properly though.

IGNORE the title. Try registering wups2.dll by following the Method laid
out. If no joy, install the latest Version of the Windows Update Agent:

Re: Win XP SP3 failure Error Code: 0x80004005
Windows Updates is completely broken right now. No updates download
properly, even on machine that don't have yet SP3 and where there were
no problems last week. Now, all we get is "PerUpdate" regulated and
can NOT download.
My guess is all servers are overwhelmed by the flood of SP3 updates,
or somehow Microsoft has disabled Updates on demand to favor Automatic
Updates.
