You should know that rar files are actually compressed files and you will need some sort of thrid party software but not Microsoft Office. Just try to search it on google and you will come accross plenty of rar file converter tools.
You can also get 7-Zip tool which is an open source software. Most of the source code is under the GNU LGPL license. You can use 7-Zip on any computer, including a computer in a commercial organization. You don't need to register or pay for 7-Zip.
