There are some common issue behind the same. For that first you have to shutdown Outlook. The things that you need to do is first check that there is no third party application that is synced with outlook and using it. You have to run a repair setup of Office That is one of the best way to fix the issue with office applications.
re: Outlook 2007 error Data file not closed properly
I am also having this same problem. I just installed Windows 7 and the only other program I have installed is Office Enterprise 2007 and Outlook Connector vs14. I find no evidence of Windows OneCare, or Adobe anything. I haven't even installed an Anti-Virus program yet. I just really needed my emails downloaded. So does anyone have any other suggestions that I can try? I appreciate any help you can give. Carole Saylor

I have seen many of such cases on internet. Currently, I can see some below mentioned causes for this. So check if any of the reason is true in your case.
- Shutting down Windows previous to Outlook.exe process has exited.
- Third party add-ins indecently closing the data file.
- Crashing of Outlook.
- Non-Outlook process accessing the data file.
