Exception processing message c0000013 parameters 75b6bf9c

I recently assembled a new computer and installed Windows XP. Installation went fine without any problem but when I started the system and programs loaded, I received an error message saying:

“Exception processing message c0000013 parameters 75b6bf9c”

There was 3 buttons around this pop i.e. Cancel, Try Again, and Continue. No matter what I click, at the next reboot I get this message again. Any idea what could be the problem and how can I fix it? Many thanks.
