I had a same problem, and on my operating system with XP sp 2. I've checked very same instruction you provided. There are lots of things, there besides
Shell Explorer.exe
Userinit X:\Windows\system32\userinit.exe
what should I do with other stuff, if to delete every thing is it safe?

Can you try to click on Start and then in the Run command type Regedit. After that go to HKLM/ software/ microsoft/ windows nt/ current version/ winlogin\ and then double click on the Shell and then put %windir%\explorer.exe there and see if that works for you or not.
