missing sysvol and netlogon

Check your hard drive space, I have seen this before when not enough to
create the netlogon.

Also in Active Directory Sites and Services -> sites ->
Default-First-Site-Name->Servers->Sevrername->Right Click "NTDS Settings"
make sure global catalog is ticked.

Other than this not to sure.
