NIOCA pi - Fail to open service control manager!

I recently bought a new Dell Dimension 8400 and installed Windows XP on it myself. As per security I installed Norton Antivirus. Now the problem am facing is whenever I try loggin in with either of the 2 user profiles that I have set up, it gives me an error message saying

“NIOCApi - Fail to open service control manager”

Note, the error occurs only when I login with another user accounts apart from Admin, I never get this error when l’m logged in as Administrator. Any idea whats wrong?

Hi Dave, have you figured this out yet? I am having the same problem when my daughter or wife get on our desktop. It doesn't happen when I geton my login with XP on our desktop.

Looking for the fix as well.
