What/where is the POP3 "Failed Mail" folder?

There is a note in the POP3 Connector Manager "Troubleshooting" tap that says "Messages in Failed Mail Folder 4". Can anyone please tell me where is this "Failed Mail Folder"? I have looked in the Bad Mail folder and its empty? Thanks for any information.
