When I transfer any form of data my portable hard drive immediately drops from 20MB/second to 5MB/second. I've check all my drivers, made sure they were up to date. I've defragmented and it still runs slow.

There are many reason behind that. First of all the company guarantee us high data transfer rate, but when you move a large amount of data, the transfer rate simply declines. The usb is not able to provide you good data transfer rate is because of low power. Usb ports are limited to power usage. Because of which the limit also degrade. On the same hand if you check a external drive which has external power source gives you a much higher data transfer ratio.
