Your CPU can not be powerful for decoding .mts video in application mode. Here can be the features of your sample :
Code:

Format : AVC
Format/Info : Advanced Video Codec
Format profile : High@L4.0
Format settings, CABAC : Yes
Format settings, ReFrames : 2 frames
Duration : 2s 966ms
Bit rate : 15.7 Mbps
Width : 1 920 pixels
Height : 1 080 pixels
Display aspect ratio : 16/9
Frame rate : 29.970 fps
Resolution : 24 bits
Colorimetry : 4:2:0
Scan type : Interlaced
Scan order : Top Field First

This problem can not VLC or another codec that you can tried. Your only chance can be to use DXVA with the MPC player. It can work because I thought your video card can manage it and your video sample can be between the specs of DXVA.
Re: The .MTS Playback can be Choppy
I can downloaded the Divx player but the Divx can not be played the .mts file. The Divx can shows "The file can not found to contain a Video track." As for Media Player Codec, I can downloaded the K-Lite pack and I can have the CoreAVC but I can also have the similar issue. That can plays back a lot efficiently but there can be artifacts at random points every few seconds.
Re: The .MTS Playback can be Choppy
I can also have the similar issue whenever I am playing back the .mts files that can be from my Canon HF20 through the VLC player. Hence, Windows "Generic" Media Player can works perfectly on Windows 7 operating system. First time I can seen VLC can be failed where Win Media can works properly. My undying faith in VLC player can be fluctuating. Even though I can go with the VLC player. Because I like the VLC as compare to others.
