To save Publisher in HTMl files, you need to go through this steps:-
Go to the page you want to convert to HTML files in the publisher and select the option Create Web Site from Current Publication from the File menu.
Select all pages and click Yes in the Design Checker dialog box. Now you'll get the explanation box to make the changes.
Once done, Click on Yes in the Design Checker Download Time dialog box. It will check the page for download speed.
When the design check is completed, click on Yes and go to the File menu and click Web Properties .You can also preview the page before saving from the Website Preview command.
Once you checked, everything is fine, than click on Save As HTML and once it is done, Click Save. Thats it !!

you can also save publisher in the .PDf file. You can do this with the help of a application called PrimoPDF. It is much simple and useful for this type of Task. When you convert a Publisher file to HTML format, Publisher converts all graphics and overlapping frames to CompuServe GIF images. The GIF format is limited to 256 colors. If your original image was a 24-bit high-color image, some of the color information will be discarded when the file is converted to GIF format.

If you have the Microsoft Web Publishing wizard installed, you can use the Publish to the Web command under the File menu. The wizard is available on the Windows 98 CD or the Microsoft Publisher CD. If you create a new web publication you save it as the .pub file. That pub file is the site entity. It is what you modify, you do not modify htm files. From the pub file you use File, Publish as ... to generate the html and image files that comprise the web site and are uploaded to a server.
