Resolution keeps reverting back to 640x480

Hi. I just got a new video card yesterday, ATI HD 3650. I install it, update the drivers, restart, then it's in 640x480. I try to change it to a better resolution and the screen flickers like it wants to change but it just stays in the low-res setting. I have taken the card out, deleted the drivers and put my older card in and now it's doing the same thing. I have updated my monitor drivers, that did nothing. I can find a few people with similar problems, but no solution. I'm really hoping someone on here can help me.

Have you tried setting your refresh rate to 60HZ and checked if that has worked?

Hello , Normally The Screen Resolution Settings Wont Change When The Drivers are not installed properly ,are you installing the Correct version of Drivers ,if so After installing the Drivers , Check in the Device manager ,is there any yellow exclamation mark , post a screenshot of it
