You can make changes from your account only. Same as you do in your email accounts. You can play online games, chat to friends and family around the world and surf the web on PlayStation Network.
I think you cannot change your PSN id. You have to sign-in on your PS3 using the email your provide when you reserve the ID. You have to create new on. Go to this link for making new one.
Once you made the id you cannot change it and cannot create new one from the same email id. Only way to get another is with another E-Mail. You need to make new account.
