Is it that, Blogger does not provide access to internal code.
- It is impossible to make PHP such a site if it is a simple user. The content is read and displayed but not executed.
- It is also impossible to change this before <body> therefore META and header () has no effect.
- For against, I wonder if it is possible to do something with javascript ...

I do not know of any systems redirection, but by story entirely possible to change what is before <body>. Simply copy and paste the template in any complete Code Editor and then the glue.
So I add my ID to GoogleMap, or GoogleStat, FlickR. As style sheets fully personalized ...

Blogger must refuse the tags you that have to be (meta refresh to prior). If it was PHP is "normal" (Blogger does not support PHP, the less publicly available).
