Forcing AD Replication in Windows Server 2008
In previous versions of Windows (2000 & 2003) the following registry setting
was used on DCs to force a "master" replication of the AD:
HKLM\System\CurrentControlSet\Services\ntfrs\parameters\Backup/Restore\Process at Startup\Burflags = D4.
This key, or anything similar, does not seem to be present in Windows Server
2008 (a "burflags" search does not find anything).
Is it possible to force AD replication in this new OS?

On my 2008 DC's the key exist exact here:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NtFrs\Parameters\Backup/Restore\Process

Check Meinolf's reply. Note that this triggers an _authoritative_ restore of
the SYSVOL folder. You should know what you are doing here. Also please not
that this only handles SYSVOL replication - not the core AD database
replication.

I have used this many times on 2000 and 2003 systems so I understand the
process and I agree we are talking about SYSVOL replication.
The problem is I don't have that key on my system. The only keys under
HKEY_LOCAL_MACHINE\ SYSTEM\CurrentControlSet \Services\NtFrs are:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NtFrs\Parameters
and
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\NtFrs\Parameters\SysVol
and even those are fairly empty of data
SYSVOL is replicating OK and new Ad Objects can be created
My DC is from a fresh install not a 2003 upgrade.
Any ideas?

FYI: I have discovered this is a “domain functional level†issue.
Domains operating at a functional level of 2000 and 2003 use File
Replication Service to distribute the SYSVOL data around the DCs. The
registry reflects this accordingly and the
HKLM\System\CurrentControlSet\Services\ntfrs registry key contains the full
complement of keys and data that I am familiar with.
Domains operating at a functional level of 2008 uses Distributed File System
Replication and so the registry features associated with 2000 and 2003
functional levels are not present.
However, I still need to know if it is possible to re-initialise File
Replication on domains running at Windows 2008 functional level. I will keep
working on it.
