Okay, I'm running XP Pro SP3 and IE 7.
Outlook connects and sends and recieves email.
The computer IS connected to the Internet.
However, Internet Explorer will not connect.
Any suggestions?

Does your firewall allow Internet Explorer to access the internet?

Here are a few things to try:
Open Internet Options, Connections tab, click "Lan Settings" button,
deselect all.
Flush DNS
Click Start, Run, type CMD and click the [OK] button. Type each of the
following:
IPConfig /FlushDNS [Press Enter key]
ipconfig /release [Press Enter key]
ipconfig /renew [Press Enter key]
ipconfig /registerdns [Press Enter key]
NETSH
Click Start, Run, type CMD and click the [OK] button. Type the following:
netsh winsock reset
Press Enter key
Restart the system

Have you checked your security settings in "Internet Options" to make
certain that you are infact set at medium or medium high and "Internet"
(The Globe) is selected?

I performed the above steps and I still cannot connect. MS Outlook connects,
but not IE. Any further suggestions?

Well, what I did is this:
To reiterate, I had a problem with IE7 connecting to the Internet even
though I was able to access my email via Outlook 2003. So I was connected,
but no Internet access.
What I didn't post above was that I tried to use System Restore and it gave
me a Runtime Error.
So, in the midst of trying the fixes you folks were giving me I finally
found an application that fixed my Runtime Error and was able to restore my
system. And, viola! IE works!
