No, it's not mandatory. And individuals often use the DNS address provided by the ISP.so the IP address which you sees is been provided by your ISP OR your web hoster.

My opinion for this would be always no, it is convenient and it avoids the shortage of IPv4. It is still possible to use a range of public IP address for each of the PCs.

Thanks for you information, but I had also asked one more question to you and that was Does DNS is responsible to allows the delivery of messages to each item on a network. DNS is the interpreter between sending and receiving the message.

Yes,DNS would be the whole responsible to send the messages over the Network. it sends the message from one end to the other.
