CAUSE:
I was having the same problem. powercfg.exe /hibernate off would not work because some hardware was preventing it from working.
SOLUTION:
went into BIOS and and Disabled (in my case) iRST - Intel Rapid Start Technology. I assume that disabling Hibernation Options is required for it to function correctly. So disabling iRST resolved it for me
