Yes, as it sounds then I will ask how I can get a password on folders / files on Vista? I've tried searching on Google and Youtube but I found nothing I could use? If you can do by downloading a file or you can do it with the programs are on Windows?
As far as I know there is some built in features in windows to lock folders. Microsoft has made it such that users can create folders, you only have access to the user, and thought that this protection was enough.
Google has many results for locking folders. There are programs like Folder Lock, Fake Folder, etc. which locks the folder irrespective of the Windows genre.
Is it may be possible to make it without downloading?
If you have WinRAR, which you probably have, you can package folder for a file with the password.
