In the Settings option (or something similar) of that "software update checker" program, there must be the option to disable the program startup at system startup (most programs have such option). Disable it from there and then it will not come when you start your system.
If you do not want it to remind about any updates and you want it to be done manually, again.. in Settings... there must be some option to disable automatic check and/or enable manual update check. So that the program will not popup anytime and you can use it only when you need.
All such configuration options are there (and must be there) in such programs.

If you really don't require the software update checker that keeps on appearing unnecessarily and want to delete it,
go to the C drive -- open program files -- find the software update checker -- search the installation file -- uninstall it and remove the entire folder
