I bought a Rs. 225 India card yesterday at mumbai (at Ghatkopar)

The Rs. 115 card is more commonly available -- even webworlds and major shops in major markets.

For Rs. 225, you are better off looking at smaller shops -- they also don't have paper cards, but give you a printout of an "electronic India Card". I think they get it from UTI bank atms or where-ever.
