Mandriva 2008 to Mandriva 2009 in Laptop
I said no at the request of Mandriva updater to version 2009 on my notebook and later I said yes to my desktop and it is installed.
My question is how to move from 2008 to 2009 on my laptop without any installation. How to restore the demand for Mandriva?

I do not know how to restore this application but if you regularly on your laptop with Mandriva one day or another you reapply it if you want to migrate to 2009.
On my old computer I have the 2008 and occasionally appears in the task bar a round red and when I click on it to download the 2009.
Edit : It is a blue circle with a white arrow that appears, it just made me home again. But if you check the message "Do not ask me again in the future" when it is outside my expertise.

I accepted the update from 2008 to 2009, everything went well. I installed KDE4 successfully but my problem is that it is in some other language, How to save KDE4 in english

Try this:
Settings in the KDE icons region / local language and then tab. As you have a language in the list?
Otherwise install the package: kde4-l10n-en
