problem with ASUS P5Q-E ?

Yesterday I received my new components:
- ASUS P5Q-E
- Intel Q8200
- Corsair XMS2 2048MB CL4
- ASUS EAH4350 SILENT/DI/512M
Of the old stuff I have:
- Enermax Liberty 400W
- Raptor 74GB
- Plextor PX-712SA
On the facts:
Yesterday evening everything assembled and ready for the test starts. The PC is quite normal to start, but after a few minutes stuck. After a reset exactly the same game - but got nothing in mind and it pushed a driver problem, because the old system on the disk was installed.
Today I wanted to reinstall Windows on it to play, but as far as I unfortunately did not. PC starts, all fans start to turn hard klackt briefly and that's it - no beep, no BIOS, no POST screen, do not nix.
What I've tried everything already:
CMOS Reset
all drives disconnected
RAM in the slots made assorted
Graka expanded
CPU, board and cooler again taken apart and re-assembly
Unfortunately, nothing has everything, still no beeping, etc.
What struck me is:
After the computer had separated from the electricity follows the procedure described above, but when I followed by 5s button start the computer off and then start again the following will happen:
the fans turn on briefly and then fall silent and after about 2s the PC starts by itself and everything is running again so as mentioned above.
After all, back and forth, I fear that the new board is defective.
The reason being, how can I solve the problem?

If I get my ASUS Maximus Rampage boards and remember, then you had on the MB only turn a switch, so that the CMOS reset switch also works!
Look to see if it even when your board is the case!

This is normal, do not worry!
Do you have the HDD with the OS on the first SATA port? If not, make the times. For ASUS because I've no hope (at GA so), but you can try some day.

The OS disk depends on the first SATA port - habs but also on the second attempt, but it has nothing.
Why is the short and then going to start normally?
