It is possibly a Firewall. If you have A Firewall,Turn it off and try again. If a firewall such as ZoneAlarm, Norton Internet Security, etc is installed on your PC, It may be probable that Messenger did not have sufficient rights to access the Internet.Add MSN Messenger to the list of programs that have permission to access the Internet.
Check proxy settings:
For MSN: Tools =>Options =>Connection - Make sure "I use a proxy server" is unchecked.
For Internet Explorer: Tools =>Internet Options =>Connections =>LAN Setting - Make sure "Use a proxy server" is unchecked, and that the other two checkboxes are unchecked. You can try checking "Automatically Detect Settings".
Try following solutions:
Adjust date on your PC.
- Double-click on clock and check whether date and time are well settled.
- Check that the identification data are entered correctly, if they are not registered.
Clear the cache of Internet Explorer and delete cookies
- Open Internet Explorer, click on "Tools" =>"Internet Options"
- Click on "Delete Files"
- Click on "Delete Cookies".
Reset proxy settings of MSN Messenger
- In the Tools menu, click Options.
- Select the Connection tab =>Advanced Settings.
- Reset the fields with the correct values for your connection.
- Click on OK to apply changes.
Try to restore the recordings of dynamic libraries (DLL) in the registry:

Click OK to run the changes. Also - Open Internet Explorer, Click on the Tools >Internet Options > Advanced and scroll down to the "Security", and make sure that the "Check the certificate revocation" is not selected.Quote:
