You must approve all updates which are prompted in WSUS. They are required for some apps to perform well. It does not matter whether you have .net installed or not. Approve lies on your choice. You can allow or decline.

What I know that the .net updates are only detected when it is present in your system. I am too confused with the logic of locating this updates in WSUS. I do not want to make any changes as all stuff is working fine. If you want to add .net then you can allow the updates or else ignoring will not affect anything I think. The updates are required as if this are discontinued or not provided further, you cannot get them back. So to be on the safer side this will provide some security patches to .net apps if you are going to use it in future.

One of the latest updates that I had seen in my system is 990484d1-4d45-4c8c-a5a5-e0d82aca292d. It is detected on my system where .net is installed. There can be chances that in your system .net 2+ is installed and you are not aware about the same.
Re: .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Update (KB951847) x86
I had checked in WSUS a number of time which shows me around 25 client systems listed and the update id needed for them is 990484d1-4d45-4c8c-a5a5-e0d82aca292d. There were some systems which were having .net 1.1 installed before. Now there is nothing installed. I had checked manually in each of them that whether it is available or not. I found that nowhere. So in my views those client system does not need this update and I will better disapprove the same.

It is not compulsory to install each and every updates listed in WSUS. This normally depends on you that you need the same or not. If you do not want to approve those updates then you can simply avoid the same.
Re: .NET Framework 3.5 Service Pack 1 and .NET Framework 3.5 Family Up
Those updates will be seen in the list for some time as they will be expired and it will be not visible. I have around 4 packages related to that update in my system. I had approved around 2 packages which looks to be fine. It is right that in absence of .net in your system there is no login is providing this updates. They must not be available for all systems but for only those which has .net installed. The reason behind that is, your .net many be defective because of which you can see this updates.

After examining the updates for .NET, I think that 958481 gives you the .NET 2.0 part of the giant 951847 2.0/3.0/3.5 update -

64 bit:

Lately the Microsoft website has been very slow, so I was reluctant to download a 70 MB file from it. But I accepted the monster 951847 update to see what I would get on a system that started with .NET 2.0 SP2, and never had 3.0 or 3.5 installed. In addition to updating 2.0, it also installed 3.5 and 3.0. In the Add/Remove control panel, I couldn't remove 3.0 first, but once I removed 3.5, I could then remove 3.0.
To test my .NET 2.0 setup, I installed one of the two apps I use that needs .NET 2.0, and it worked OK. I'm used to running this app with a P-III running at 866 MHz, and it had sluggish screen redraws. The machine I used for this test was a P-4 running at 2.8 GHz and Intel 865G video, and the screen redraws were quicker, but still subpar. If I were running a programming shop, I would NOT use .NET. It's ridiculous to need a gaming machine just to get a fast refresh on a data entry screen.
