The reason why you might be getting this problem is because of steam using an outdated openGL driver.
Here is the way to fix it:
- Go to the Windows\System32 directory and look for your opengl.dll
If you're using a nvidia card the nvoglnt.dll is the right one.
For Ati cards it's the atioglxx.dll.
And for the rest the opengl32.dll.
- copy that file to your ..\SteamApps\your@email.com\counter-strike\gldrv directory.
- open the drvmap.txt in that directory and change the text to the following:
Default Default
gldrv/YOURFILENAME.dll
Even If you have the special DLLs for the vid cards:
- copy the opengl32.dll to your ..\SteamApps\your@email.com\counter-strike\gldrv directory.
- open the drvmap.txt in that directory and change the text to the following:
Default Default
gldrv/opengl32.dll
People have reported an increase of 50 FPS because of this.
You have to find out which one works best.
This may work for a lot of you, but for some people it will not work.
One thing is for sure, steam does not get broken by replacing the DLLs. And a newer openGL driver is always good

install new driver from manufactures web site also update service pack of windows. configure opengl setting properly.

here are my specs…
512mb nvidia geforce 8400gs gpu, 1Gb ddr2 ram, intel core2 duo 2.2ghz.
My fps always remains stuck at 60 dont know why..its always at 60fps, flickers between 51-60.1 ,and goes 30 when joining a server. I don't think my pc is infected from any virus or malware that it'll so greatly influence my fps.
I did all that you guys mentioned. did texture filtering to high performance, anisotropic filtering application controlled , vertical sync force off. In game console i typed all commands which you know what i mean. please don't mention that i didn't tried.
I want 90-100fps as i expect from my gpu. Damn the card wouldn't be worth bucks if its not capable of that performance.
please if you can come up with a solution i’ll owe you :(:(

bro these are general commands which surely increase fps but my problem is somewhat related to my gpu configuration.
I have tried changing every setting in nvidia control panel but nothing works. My fps remains strictly between 55-60.1.
just goes 30 when loading a server otherwise always the same.
If anyone has knowledge about nvidia graphic cards and their configuration which influence fps please do let me know.

well guys somehow the problem is solved...
i'm getting constant 100fps when turned to D3D mode...
but what about opengl.... nevermind atleast i'm enjoy cs now.. :D
