go to c:/program files/rockstar games/vice city/mp3 and put mp3's in the mp3 folder.
How do I play my own MP3s in the game
There is a folder inside the GTA Vice City game folder called MP3. You can place your own MP3s into this folder. Inside the game, scroll through the various radio stations until you get to the one that is usually the last one ("Wave 103"). There will now be a new station listed as MP3 Player after the Wave 103 station. Select this, and you're now listening to whatever music you placed into that folder. It will play in random order.
frizzing radio is due to some improper audio format if possible try to reinstall game also check the file that you are putting inside radio is mp3 files. use good converter
another thing is the radio stations are on the audio cd which needs to be in the cd drive in order for the game to play.I doubt if you are using the pirated/warez games would include a whole cd full of mp3's so that could be problem.
