Basically you need to manually configure the Firewall to allow LimeWire connect the internet.
Here is how to configure firewall (e.g. Norton) to allow LimeWire :
1. Go to "Norton's Personal Firewall" through Start menu under the Programs.
2. In the System Status window, click Personal Firewall
3. Click Configure, on the right-hand side of the window.
4. Click the Program Control tab.
5. In the Manual Program Control section, look for C:\Program Files\LimeWire\LimeWire.exe.
6. If it is already in the list, go directly to step 9.
7. If it's not in the list, click on Add button.
8. Go to LimeWire folder and select LimeWire.exe.
9. Select LimeWire in the list.
10. Click the Modify button at the bottom of the window.
11. Select Permit from "What do you want to do?" drop-down list.
12. Click OK.
13. Click OK on the Norton Personal Firewall window.
14. Close any other Norton's Personal Firewall windows.
15. Close and reload LimeWire.
You should be able to connect to LimeWire now.

Try to open a browser window and then limewire. If it doesn't work, recheck your firewall settings just to make sure any windows updates didn't changed the settings and blocked the limewire.

With limewire follow these steps.
- Open limewire
- Select tools -> then options
- Select advanced
- Select firewall configuration
Now open a port to listen: eg. 6346

I just got this from the LimeWire user forum and it really works. You need to delete your WHOLE LimeWire preferences directory. The directory can be found in the following locations:
Windows:
C:/Documents And Settings/your_username/.limewire
Please shutdown any instance of LimeWire you may have running, delete the whole directory, and then restart LimeWire. You should be able to connect.
