First of all, is what you are administrator of your system ? you need to be administrator to do so. otherwise do it in Safe mode (press F5 or F8 at boot pc)

The files and folders associated with eMule are listed in the Files and Folders sections on this page.
To delete the eMule files and folders:
- Using your file explorer, browse to each file and folder listed in the Folders and Files sections.
Note: The paths use certain conventions such as [%PROGRAM_FILES%]. These conventions are explained here. - Select the file or folder and press SHIFT+Delete on the keyboard.
- Click Yes in the confirm deletion dialog box.
IMPORTANT: If a file is locked (in use by some application), its deletion will fail (the Windows will display a corresponding message).You can delete such locked files with the RemoveOnReboot utility. To delete a locked file, right-click on the file, select Send To->Remove on Next Reboot on the menu, and restart your computer.

here is how it should work (Assume, that you are an IBM user)
1. Uninstall Emule if you haven't done so yet
2. Remove all Emule related entries from the Windows registry.
(enter 'regedit' into RUN and search for Emule in the registry)
3. Uninstall WST
4. In 'C:/Program files' rename 'c4ebreg' directory to e.g. 'c4ebreg_old'
5. Go to 'IBM Standard Software Installer' on W3 and install 'IBM Standard Asset Manager v.5.0' (or the most recent version)
6. Then enter "C:\Program Files\c4ebreg\c4ebreg.exe" /w to the Run command line (this will install a fresh copy of WST)
7. Restart your computer
8. Run WST
After this you should be compliant again. If you are not sure about
