Installation Office 2003 Multilingual User Interface Pack - German

I am bringing up a problem that has been mentioned before but not resolved. I bought recently the Multilingual User Interface Pack for Office 2003 through our volume license agreement. Alas, there is little to no documentation with the software. I checked (http://office.microsoft.com/en-us/or...402181033.aspx) and would like to install only German to my US-version of Office. When I follow the instructions from above url ("Installing proofing tools from a MUI Pack on an individual computer") I get the error message: Please install MS Office and then run MS Office 2003 user interface pack again.
Can anybody help me?
FYI: I am running Windows XP, MS Office 2003 US version SP2

The installation of french proofing tools worked according to the instruction from ((http://office.microsoft.com/en-us/or...02181033.aspx). Is there a way to make the installation of the german proofing tools work?
