Well, probably because the conditions are always the same, the consoles are changing over the years not, however, the PC already. In 4-5 years, how often have you as completely new hardware and how often new hardware in the same console?
I maintain times, it is much easier on a platform to optimize the man knows how it behaves. Also omitted greater compatibility test, because not thousands of different combinations of hardware must be tested.
The other hand, both Microsoft / Sony know what kind of games come out (> supportive Support), as they certainly know who precisely what works. When the PC does not need a license or permission for something to develop ...

Consoles have something too. Just do not call the driver update but Firmewareupdate. The effect, however, is usually the same.

Yes, usually on the DVD, and will be carried out automatically, at least for the X-Box.

In principle, something consoles do not. The PS2, for example, has been almost 9 years on the market and has some hardware revisions through. Nevertheless, all PS2 games on the oldest versions of the same. Because the hardware and software (including drivers) on all consoles a generation are the same, it is obviously for the developers much easier, "standard" program.
If you do however an update will be needed is for the players no more than a touch of a button.
