Windows error

I have a problem with an executable file. When I want to run, it displays the message

Windows can not access the device, path or file specified. You do may not have authorization to access the item.

The file is located in C: / and not on a network and I did this mistake with this particular file.
In fact it is the executable oldblivion, I first thought that came from the file, but I re-downloaded several times and in different versions but every time I get this message Error.

How can I solve my problem?

I found the solution to my problem.
In fact, it was a problem of anti-virus. It blocks access to the file because recognizing it as a virus.
I uninstall and everything works.
