Internet Explorer [Error while accessing the webpage]

Can anyone help me out, i'm not able to use my PC having Windows XP and AOL9 VR installed in it. AOL9 VR seems to be working just fine and it always help me to connect to internet. But from last few months i'm not able to access Internet Explorer and it show me the message that "this page cannot be displayed". I have tried out everything by deactivating the firewall to pinging up the IP address but it didn't work for me.I'm using Wireless Router
from which i can easily access IE through my laptop. I have even checked up with my settings whether the Internet Options/connections are set to "never dial a connection" and in Advanced both, SSL 2.0, SSL 3.0 and TLS 1.00. I have also restored the settings back to its default.

I tried deleting cookies and history but i didn't work for me. I have read somewhere that using 207.46.198.60 can allow you to access. It help me to access Miscrosoft Live search but unfortunately i could't go further. I'm really getting stuck now and need my IE to work, so that i can use Itunes stores and spend my vouchers easily. Please help me.

Did you contacted your Internet service provider?

Yes i have contacted my Internet service provider thats AOL and they told me to upgrade the newer version of Aol9.0VR, but it's still not working. They have contacted the Belkin for checking the router settings but the router settings are also seems to be ok.
