Error: IP Net Send Message

I am trying to use the net send in a network windows Xp Profesinal and gives me an error.
net send message ---.---.---.---
The error is this
Can not find the nickname of the network.
If I put ip net send message is that if I make a mistake but if I get the ping response
That can be ?????

The syntax of this command is:
NET SEND (name | * | / DOMAIN [: name] | /) message USERS
Do you have enabled NetBIOS over TCP?. Oh, you and the recipient has it?.
The power ping said recently. ICMP PING is a command that only Level 3 indicates that there is a network card and is able to respond, but it does not mean that the top level are working.

The name of the team is fine, because I looked at the configuration of the Pc. with the ipconfig.
how can I know that this enabled NetBIOS ????,

type "ipconfig / all" and you'll see all the properties of the adapter. Note that you may be leaving several aseegurate that looks at the Ethernet adapter. There is a site that says "NetBIOS over TCP ........ enabled (or not)."
I remember that the commands are NET NetBIOS and therefore we need to have enabled the command that sends and receives it.
The fact that you get "ping nombre_máquina" and you respond, does not mean you have NetBIOS, it means you're either resoviendo the name of the machine. Well, because what you have in the host file or where you use WINS resolution.
