Re: Change Processor
In fact PC2100 is an indicator of the operating frequency of RAM, namely 266MHz which corresponds to a frequency of memory bus (FSB) of 133MHz.
In fact, I'm not even sure you can put a 3GHz in place of a 1.7 GHz. What is the mark and the reference of your motherboard? This will know the Typs support which processor you have and check the possibilities for change.

Re: Change Processor
According to the notice of your motherboard you're limited to a Pentium 4 2GHz. You therefore can not install a 3 GHz model.
