From what I have read in forums can overclock with a cooler like that its good + Artic silver it should reach 4GHz in some cooler air.
Just watch that you'll need a kit for setting for this particular cooler because the i7 uses socket 1366 and this cooler is for 775. Unless you buy the new version of it that is compatible with 1366.
