TOSHIBA Satellite A200 problem

I have a problem with my TOSHIBA Satellite A200-258 ref PSAE6E-0DX021FR (Core 2 Duo T5450 1.66GHz 2GRAM), this PC crashes often and hard driveLED stays on for a few seconds (5 to 8s) I multiple operating systems (Vista, XP SP2) but still the same problem as I have updated BIOS (no change) I recently found that there is a difference between the frequencies of processor cores (shown in the ownership of the job) I see it sometimes 1.66GHz 980MHz and when I restart my PC becomes normal (1.66GHz 1.66GHz) . What do you think to do in this situation?

Looks like a HDD failure. Is this a temporary blocking ?
